Activities: The new draft Veterinary Health Law and accompanying Book of rules takes on board the entire current and relevant EU acquis. At the national level, a draft Veterinary Law (developed with CARDS support) is “Integrated Border Management” presently under scrutiny of the authorities. A BIPs manual has been elaborated with CARDS support and now needs to be implemented. The manual sets out the principles for ensuring uniform interpretation and effective implementation of procedures. National secondary legislation requires regular updates reflecting changes in EU secondary legislation. At institutional level, MAFWE’s Veterinary Department is competent to carry out veterinary control at the border. The National Plant Health Inspection Service (currently under preparation with the assistance of the NIPS project) will retain responsibility for BCP phytosanitary inspection. The MoU between MAFWE and Customs Administration was drafted with the assistance of the CARDS 2004 SLR project and agreed on by concerned parties.
